Notice of Applications and Proposed Mitigated Determinations of Non-Significance

Notice is hereby given that three JARPA (Shoreline Substantial Development & Conditional Use Permit) Applications and SEPA Checklists received by Grant County on April 30, 2014 from Kris R. Dexter (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on June 16, 2014.

Notice is hereby given that three JARPA (Shoreline Substantial Development & Conditional Use Permit) Applications and SEPA Checklists received by Grant County on April 30, 2014 from Kris R. Dexter (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on June 16, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for each proposal, and the Optional DNS Process in WAC 197-11-355 is being used. Each proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of each proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and/or after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the subject parcel, thereby lessening sedimentation and erosion, (e) Any rocks moved during construction of the dock, or during installation of the boatlift and/or the jet ski lift, must be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The landowner/applicant shall alter the shoreline only to the minimum extent necessary so as to complete the project as proposed. 3. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept. of Fish and Wildlife. 4. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the OHWM). LOCATION: Three separate projects are proposed on adjacent properties. The subject parcels are known as Lot 2, Lot 3, and Lot 4 of Ladanyi Lake Shore Estates #1. They are located approximately 0.16 miles north of the intersection of Wild Goose Road NE and Wild Goose Lane NE, and in the NW quarter of Section 17, Township 19 North, Range 28 East, WM, Grant County, WA (Parcels #12-1138-051, #12-1138-052, & #12-1138-053). PROJECTS: Each of the three projects will be for the construction of a 6-ft. wide freestanding walkway connecting to an 8-ft. wide x 20-ft. long freestanding dock. The overall length of both structures combined on Lot 2 (Parcel #12-1138-051) will be 95 feet. The overall length of both structures combined on Lot 3 (Parcel #12-1138-052) will be 85 feet. The overall length of both structures combined on Lot 4 (Parcel #12-1138-053) will be 80 feet. Each project also includes a freestanding 9-ft x 10-ft. boatlift and a freestanding 6-ft. x 12-ft. dual jet ski lift, a 6-ft. wide x approximately 50-ft. long gravel or concrete access path through the shoreline environment, limited removal of native wetland vegetation (10-ft. wide) in order to enable installation of the walkways and docks, and limited/conditioned use of a trackhoe in order to (only) remove and relocate surface rocks from the lakebed (no excavation will be allowed). ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Approval. STUDIES REQUIRED: None. SHORELINE ENVIRONMENT: Suburban. PRESENT ZONING: Urban Residential 2. PUBLIC HEARING: None. CONSISTENCY STATEMENT: Each project is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
