Notice is hereby given that a JARPA (Exemption from SSDP) and SEPA Checklist received by Grant County on 07/16/14 from Skone & Connors Produce (Designated Contact: Nick Meyer (Lad Irrigation), P.O. Box 880, Moses Lake, WA 98837) were found to be technically complete on 07/24/14. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROJECT: The purpose of the project is to provide irrigation water to farmers from the Frenchman Hills Wasteway. Work includes installing an intake screen in the Wasteway, installing a pipe on grade from the screen to a pump vault where turbine pumps will pump into a pipe manifold that will be connected to a pipeline that will run to the owner’s property for farm irrigation. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Approval. STUDIES REQUIRED: Wetland Study & Cultural Resource Study LOCATION: The project site for this application is located approximately 12 miles southwest of Moses Lake, WA on the Frenchman Hills Wasteway. The site is also approximately 1.22 miles north of the intersection of WA-262 and Road C SE. The project site is located in the SW quarter of Section 10, Township 17 North, Range 27 East, W.M., Grant County, WA (Parcel #16-1221-000) SHORELINE ENVIRONMENT: Conservancy. ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
