NOTICE IS HEREBY GIVEN that the Franklin County Planning and Building Department, determined to be the Lead Agency pursuant to the State Environmental Policy Act (SEPA) of 1971, as amended, and Washington Administrative Code (WAC) 197-11, has issued a Determination of Non-Significance (DNS) concerning the following proposed project:

Project/Location: A County Road Project for the Birch
Road bridge (#922-4.15) replacement
project. The bridge replacement
project will consist of replacing an
existing 1954 untreated timber bridge
with a proposed steel, aluminum, or
concrete structure. The bridge spans
South Columbia Basin Irrigation
District’s lateral PE66 canal. The
replacement of this bridge is for
safety and maintenance purposes
and will serve existing traffic. The
bridge replacement work will occur
after the irrigation season is over and
the PE66 canal will be empty and not
in use.
The location of the bridge replacement
project is located on Section lines 5
and 8, Township 10 North, Range 29
East, W.M. The bridge is located on
Birch Road, 0.18 miles west of the
intersection of Taylor Flats Road. The
project is located at 46 22’21.54”N, 119 12’05.05”W.
Copies of the environmental documents, site plans, and other materials pertinent to the proposed project are available for review in the Franklin County Planning and Building Department at 1016 North 4th Avenue, Pasco, WA 99301. Those wishing to have copies of said documents mailed to them will be charged a fee covering the costs of reproduction and mailing.
NOTICE IS FURTHER GIVEN that in accordance with the State Environmental Policy Act and WAC 197-11-340, the DNS, site plans, the Environmental Checklist, and other materials pertinent to the proposed project has been sent to agencies with jurisdiction, the Washington State Department of Ecology, the Benton-Franklin Council of Governments, and others having an interest in the proposal.
The DNS was issued on July 17, 2014 by the Franklin County Planning and Building Department. Comments must be received by 5:00 p.m., Thursday, August 7, 2014 (14 days from publication - July 24, 2014) at which time the DNS will become final.
