NOTICE OF APPLICATION TO CONSTRUCT A NEW AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application to modify an existing air pollution source. SGL Automotive Carbon Fibers, LLC (SGL) submitted a Notice of Construction (NOC) air quality permit application on March 4, 2014 to modify air pollution control equipment on carbon fiber lines 1 through 4. The SGL facility is located at 8781 Randolph Road NE, Moses Lake, within Section 22, Township 20 North, Range 28 East W.M., in Grant County. The changes to the air pollution control equipment include using water injection to reduce nitrogen oxide emissions from the thermal oxidizers. Changes to air contaminant emissions from Lines 1 through 4 of criteria and toxic pollutants were below emission thresholds as defined in WAC 173-400-030(28). After review of the completed Notice of Construction application and other information on file, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Chapter 173-400 WAC and Chapter 173-460 WAC for the project. Copies of the preliminary determination, the Notice of Construction application, and other pertinent information are available for public review at the Department of Ecology, Eastern Regional Office, 4601 N. Monroe, Spokane, WA 99205-1295, and at the City of Moses Lake, Department of Community Development, 321 South Balsam, Moses Lake. The public may request additional information from, and is invited to comment on the project proposal by submitting written comments postmarked within 30 days of this notice to, Gregory Flibbert at the above Ecology Spokane address, at gregory.flibbert@ecy.wa.gov, or at (509) 329-3452. A public hearing may be held if significant public interest is expressed during the comment period.
