RFQ 14 - 01

Grant Transit Authority (GTA), a public transit system operating within Grant County, Washington, is soliciting Statements of Qualifications and performance data (SOQs) from experienced architectural firms to assist in Phase 1 of the project which involves preparing conceptual design alternatives and cost estimates for inclusion in a competitive WSDOT Regional Mobility Grant Program application to design and construct one or more proposed Intermodal Transit Centers and parking facilities in Moses Lake, Washington. The specific location(s) of the center/facility has/have not been identified, but the transit center(s)/facility(s) will be situated in a highly visible and convenient location that is a logical focal point and transfer location for bus service (local and intercity), car pools, taxis, pedestrians and bicyclists.

If GTA receives full funding for this project through the WSDOT Regional Mobility Grant Program, GTA may authorize the selected firm to proceed with Phase 2 of the project. Phase 2 will involve design finalization; preparation of construction drawings/specifications; assisting with securing competitive construction bids; negotiation and award of a contract for construction; project management, contract compliance and inspection; and project close out and acceptance/occupancy by owner.

To be assured consideration, eight (8) original copies of SOQs, not exceeding a total of twelve (12) single-sided pages (including cover letter) must be received in the office of GTA as specified below by 3:00 P.M. (PDT) on July 21, 2014. A non-responsive or incomplete statement will not be considered. Statements must be delivered to:

All requests for an RFQ packet or for clarification or further details must be submitted in writing and be emailed to the above named individual.

All costs incurred in preparing and submitting a response to RFQ 14 - 01 shall be at the proposing firm's sole risk and expense and GTA shall not be liable for the payment or reimbursement thereof. GTA reserves the right to reject any or all statements; to waive minor irregularities contained in any submittal; and to amend, modify or discontinue the RFQ at any time.
