Notice is hereby given that a JARPA (Shoreline Substantial Development) and Discretionary Use Application received by Grant County on December 2, 2013 from Grant County PUD (Designated Contact: Debbie Knaub, PO Box 878, Ephrata, WA 98823) were found to be technically complete on December 27, 2013.

Notice is hereby given that a JARPA (Shoreline Substantial Development) and Discretionary Use Application received by Grant County on December 2, 2013 from Grant County PUD (Designated Contact: Debbie Knaub, PO Box 878, Ephrata, WA 98823) were found to be technically complete on December 27, 2013. PROJECT: To improve the Sand Hollow Recreation Area, including: demolition of portions of existing roadbed, parking lot, site fencing concrete bases for portable toilets, and removal to 29 non-native trees; concrete ADA accessible parking spaces (8), gravel parking stalls (60), gravel emergency turn-arounds (3), double concrete vault toilets (4), benches (3), trash receptacles (14), pet waste bag dispensers (3), Pack it in Pack it out stations (3), 5-yard dumpster pad w/fenced enclosure, gravel trails of various widths with accessible routes, picnic areas with ADA accessible tables (11), pedestal grills (7), drive-in tent campsites including 4 ADA accessible sites (30), walk-in tent campsites (10), ADA-accessible picnic tables and fire rings at each campsite (40), storm water handling improvements, barrier rocks and fencing, site access gates (3); regulatory, way-finding, and interpretive signage; and the installation of a navigation aid buoy line. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Approval. STUDIES COMPLETED: Critical Areas Analysis, Wetland Delineation & Mitigation Plan. LOCATION: There is no site address for the Sand Hollow Recreation Area. It is located on the east side of the Columbia River, between the river and Hwy 243 approximately one mile south of I-90 in the W 1/2 of Section 33, Township 17 North, Range 23 East, WM, Grant County, WA (Parcel #15-0360-000). SHORELINE ENVIRONMENT: Rural. ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
