I. Introduction

The Multi Agency Communications Center (MACC) is soliciting qualifications from qualified design and engineering firms for the design of a new 9-1-1 dispatch center and site plan. The proposed dispatch center will be located at 208 S. Hamilton Road in Moses Lake, WA. The site consists of three acres of real estate owned by MACC where there is an existing radio communications site.

II. Invitation to Submit Qualifications

A. Interested firms are invited to submit their qualifications for consideration. The submittal should contain, at a minimum, the information requested in the Request for Qualifications (RFQ) Submittal Requirements stated herein.

B. Interested firms shall submit three (3) paper copies and one (1) electronic file in .pdf format of their response marked “Request for Qualifications, 9-1-1 Dispatch Center and Site Plan Design” no later than 11:30am on January 23, 2014 to Mr. Dean Hane, Radio Communications Manager at the address listed below:

D. MACC reserves the right to reject any or all submittals.

E. MACC will evaluate the qualifications of each firm making a submittal; evaluations will be based on the Selection Process stated herein. MACC may notify firms for follow up interviews to be conducted at a date to be determined.

III. Project Description

The new dispatch center will be sited on three (3) acres of land where an existingradio communications site exists. MACC is the owner of the land and the radiosite. MACC has done preliminary work with local building officials to determinecertain building requirements such as proper zoning and improvements. The building will be occupied and operated on a 24 x 7 basis with 9-1-1 dispatch personnel, and will also house MACC administration and Grant County Emergency Management (GCEM). The intent of this design process is to produce building and site plans with cost estimates.

IV. Scope of Services

The basic scope of services includes the following:

• Conducting design meetings with the MACC project team

• Determining space and personnel design

• Determining site and building plans with functional design in accordance with local building codes

• Develop and provide building and site plans with sufficient detail to determine cost estimates

• Provide cost estimates based on design

• Facilitate and assist in developing a shared cost model for construction and operations

• Identify high level risks with site plan and design

V. Submittal Requirements

Submittals should be specific enough and with adequate detail to accurately define your firm’s qualifications for performing the services required.

A. Firm description

Provide a brief history of your firm indentifying the location of the office where the work will be performed. Include a description of any sub-contractors or consultants on your team and identify their area of responsibility.

B. Key Personnel

Provide the names and resumes of key team members to be committed to the project including any sub-contractors or consultants. For each of the key personnel, identify their role specific to the project. Include an organizational chart outlining the proposed team’s organization. Clearly show key personnel and their responsibilities.

C. Relevant Experience

Include a summary of the firm’s project experience and qualifications related to the design of 9-1-1 dispatch centers and their site plans. Emphasis should be given to projects performed by the proposed staff for the project.

D. References

Provide references of previous projects similar in scope and nature to this RFQ. References should include a short narrative of the project, name of the client, contact information of the client, and date of the project. Photos of the finished product should be included for illustration purposes.

E. Project Approach

Provide a narrative of how your firm will accomplish the work. Your team should demonstrate unique capabilities, innovative approaches, technical skills, and any special methodologies to accomplish the work efficiently, effectively, and to a high standard.

Provide a statement about the use of architectural services and partnership with such firms if applicable.

F. Schedule

Provide a preliminary schedule, based on this RFQ, and indicate major milestones throughout the project. Show firm’s responsibilities, MACC’s responsibilities, and any third party responsibilities.

G. Insurance

Provide documentation indicating Comprehensive general Professional Liability Insurance coverage.

VI. Selection Process

MACC will evaluate the qualifications based on the following criteria:

A. Firm’s Experience – experience relevant to the design of 9-1-1 dispatch centers and overall site plan within the last 10 years.

B. Key Personnel – qualifications and experience of key project team members.

C. Schedule availability – when the firm can begin work on the project and how long the proposed design process will take.

D. Project Approach – statement of your firm’s project approach to the design of the dispatch center and site plan.

E. Past Record of performance of the firm and personnel with respect to cost control, quality of work, and ability to meet schedules.
