DETERMINATION OF NONSIGNIFICANCE
DESCRIPTION OF PROPOSAL: Royal City Service Center Fuel Station.
This proposed project will provide improvements to vehicle fueling capability at Grant County PUD’s existing Royal City Service Center. A 6,000 gallon above ground fuel tank will be installed on a new concrete foundation approximately 125 ft. southeast of the existing service center building. The tank will have two internal compartments: one for unleaded fuel and one for diesel. Fuel dispensers and an electronic card reader will be attached to the front of the tank. A stormwater treatment system will be installed to prevent rainwater runoff from picking up surface fuel contaminates. All rainwater that falls on the fuel station site will be collected in a trench drain, routed via underground piping through a buried oil water separator then infiltrated into the ground via a drywell. A trench will be dug from the south side of the building to the fuel station so that power and communication cables can be installed in buried conduit. All construction activity will take place within the boundaries of the existing service center perimeter fence.

The proposed project will be constructed at Grant PUD’s Royal City Service Center at 505 Royal Road, Royal City, WA within Township 16 North, Range 25 East, Section 1 of Grant County, Washington.
LEAD AGENCY: Public Utility District No. 2 of Grant County
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by February 12, 2014 5:00 PM Pacific Standard Time.
