Notice of Application and Optional DNS

The City of Moses Lake has received the following applications:

1. Chelsea Park Apartments: Evergreen Housing Development Group submitted an application Nov. 2 to construct a 180-unit multi-family complex north of Valley Road and west of Grape Drive, parcel #11-0637-000, 11-0638-000, & 11-0645-000. Additional required information was submitted on Nov. 24. The application was determined to be complete and ready for review Dec. 3. The project has been determined to be consistent with the City’s Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Buildings & Construction, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process.

2. GTA Transit Center: Grant Transit Authority submitted an application Oct. 8 to construct a 3000 SF transit center at 420 S. Division & 104 W. Fifth, parcel #09-0132-000, 09-0133-000, 09-0134-000, 09-0135-000, 09-0136-000, & 09-0137-000. Additional required information was submitted Dec. 1. The application was determined to be complete and ready for review Dec. 3. The project has been determined to be consistent with the City’s Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Buildings & Construction, Title 17: Subdivisions, Title 18: Zoning, and Title 20: Development Review Process.

Environmental review is required for these projects. The City of Moses Lake has reviewed the proposed projects for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for each project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed projects. No adverse environmental impacts have been

identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes.

Written comments on these projects will be accepted until 5:00 p.m. on Dec. 26, 2014. Persons

who want to be informed of future actions, or the final decision, on these proposals should provide their name and address to the project planner. The final decision on these proposals will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in MLMC 20.11, Appeals.
