Notice is hereby given that a Conditional Use Permit application and SEPA Checklist received by Grant County on August 7, 2014 from 52 Eighty, LLC (Designated Contact: Dale Finocchi, 5860 Clarion Street, Suite 101, Cumming, GA 30041, 404-382-5285) were found to be technically complete on August 22, 2014.

Notice is hereby given that a Conditional Use Permit application and SEPA Checklist received by Grant County on August 7, 2014 from 52 Eighty, LLC (Designated Contact: Dale Finocchi, 5860 Clarion Street, Suite 101, Cumming, GA 30041, 404-382-5285) were found to be technically complete on August 22, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. If any Native American grave site(s) or archaeological/cultural resources (Indian artifacts) are found, all construction activity shall stop and the owner/developer shall immediately notify the Grant County Planning Department, the Colville Confederated tribes, the Yakama Tribe, and the WA State Dept. of Archaeological & Historic Preservation. 3. No use shall be made of equipment or material which produces unreasonable vibrations, noise, dust, dirt, smoke, odor, glare, steam, electrical interference, excessive hazards, or pollution to the detriment of adjoining properties. PROJECT: A Conditional Use Permit and SEPA Checklist to enable the development of a Wireless Communication Facility (WCF) on an approximately 502.92-acre parcel in the Open Space Conservation zoning district of Grant County. Said WCF will include a 199-ft. tall (overall height) self-supporting lattice-type tower, associated antennas, and ground-level support equipment within a 100-ft. x 100-ft. fenced compound. ADDITIONAL PERMITS: Building Permit. STUDIES REQUIRED: Cultural Resources Survey Report completed June 18, 2014. LOCATION: The subject area is a relatively small (approximately 10,000 square ft.) portion of Parcel #18-2223-000. The site is located approximately 0.15 miles south of the city limits of Grand Coulee, WA, and will be accessed by a proposed 20-ft. wide x approximately 120-ft. long access/utility easement from Grand Coulee Hill Road NE. The site is also located approximately 1 mile southeast of the intersection of State Highway 155 and State Highway 174, and in the NE quarter of Section 14, Township 28 North, Range 30 East, WM, Grant County, WA. PRESENT ZONING: Open Space Conservation. PUBLIC HEARING: Hearing Examiner meeting tentatively scheduled at 12:00 noon, October 8, 2014, in Commissioners’ Hearing Room of Grant County Courthouse in Ephrata, WA. At this time any person(s) may appear and provide testimony. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
