Notice is hereby given that a Conditional Use Permit Application, SEPA Checklist, and Variance Application were received by Grant County on 8/7/14 from 52 Eighty, LLC (Contact: Dale Finocchi, 5860 Clarion St., Suite 101, Cumming, GA 30040); and were found to be technically complete on 8/25/14.

Notice is hereby given that a Conditional Use Permit Application, SEPA Checklist, and Variance Application were received by Grant County on 8/7/14 from 52 Eighty, LLC (Contact: Dale Finocchi, 5860 Clarion St., Suite 101, Cumming, GA 30040); and were found to be technically complete on 8/25/14. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. A copy of the subsequent threshold determination may be obtained upon request. MITIGATION: If Native American artifacts/grave sites or archaeological/cultural resources are found all activity shall stop until contact has been made with Grant County Planning, Colville Confederated Tribe, and WA State Department of Archaeology and Historic Preservation. PROJECT: An application to establish a 275-foot (including antennas) self supporting lattice wireless communications tower in the Rural Remote Zone. The tower will be contained within a fenced lease area with associated ground equipment. A variance has been requested to allow the tower to exceed the 200’ height limit in the Rural Remote Zone. LOCATION: The project site is a 100’ x 100’ portion of a parcel located approximately one mile north of the town of Grand Coulee, in a portion of Section 2, Township 28 North, Range 30 East, W.M., Grant County, WA. Parcel #18-2118-000. ZONING: Rural Remote. PUBLIC HEARING: Hearings Examiner meeting is tentatively scheduled at 12:00 noon, October 8, 2014, in the Commissioners’ Hearing Room of the Grant County Courthouse in Ephrata, WA. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with the Grant County Code, International Building Code, and International Fire Code. Box 37, Ephrata WA 98823, (509) 754-2011 extension 620; office hours are 8am – 12pm and 1pm – 5pm, Monday – Friday. Comments must be submitted no later than 5:00pm September 12, 2014 to the Planning Department. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. All persons, agencies or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code.
