RUNWAY 16-34 PAVEMENT OVERLAY
Sealed bids will be received by the City of Moses Lake, Grant County, Washington (Owner) at the Moses Lake Civic Center Annex, 321 Balsam Street, Moses Lake, Washington 98837, until 2:00 p.m., Thursday May 15, 2014 for:

RUNWAY 16-34 PAVEMENT OVERLAY
Bids submitted by mail should be sent to: P.O. Box 1579, Moses Lake, Washington 98837.
It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified. Any bids received after the time for opening will not be considered. Bids will be publicly opened and read aloud at the designated location and time.
A Pre-bid Conference will be held at 10:00 a.m., Tuesday May 6, 2014 at the Moses Lake Municipal Airport, 3540 Municipal Airport Road, Moses Lake, Washington 98837. Attendance is recommended, not mandatory.
Runway 16-34 Pavement Overlay consists of:
Variable depth (0-1” Depth) Rotomilling approximately 900 square yards of existing asphalt pavement, pavement cleaning, tack coat, placing 1,900 Tons of hot mix asphalt, placing 325 cubic yards of gravel shoulder material, and 24,000 square feet of new pavement markings.

Bidding". This online plan room provides Bidders with fully usable online documents with
the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Contract Documents may be examined at the Moses Lake Civic Center Annex, 321 Balsam Street, Moses Lake, Washington 98837.
A contract according to the General Conditions, Supplementary Conditions, and Addenda (if applicable) shall be signed prior to work commencing. Each bid must be accompanied by a cashier’s check, money order or surety bid bond in an amount not less than five percent (5%) of the total bid, made payable to City of Moses Lake. A performance bond, payment bond, and liability insurance in accordance with the contract documents will be required for the Contract.
Prospective Contractors are notified that the work under this Contract is funded in part by a grant from the Washington Department of Transportation Aviation Division. The Contractor will be required to comply with all applicable Federal and State Equal Employment Opportunity Laws and Regulations. To be eligible for award, the Contractor must agree to comply with the Minimum Wage Rates identified in the Contract Documents.
Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award of any contract entered into pursuant to this advertisement. The Owner encourages DBE subcontracting participation.
This project is a public improvement subject to the prevailing wage requirements of the State of Washington Prevailing Wages, affidavit of Wages paid, and retainage requirements.
The City of Moses Lake reserves the right to reject any and all Bids; to waive any and all informalities; to accept any alternate bids; and make such award that it deems to be in the best interest of the City.
