ACTIVE WATER RIGHT CHANGE/TRANSFER APPLICATIONS
Public Notice is hereby given that the Franklin County Water Conservancy Board has formally received applications for water right change/transfer and has designated such applications active for Water Board review.
Active applications by: Worsham Farms, 2690 SR-17, Mesa, WA 99343. The applications relate to the following water rights and priority dates: 1) G3-24972C, FRAN-14-01, May 4, 1976; 2) G3-24973C, FRAN-14-02, May 4, 1976; 3) G3-25285P, FRAN-14-03, March 21, 1977; 4) G3-25286P, FRAN-14-04, March 21, 1977; 5) G3-25297P, FRAN-14-05, March 21, 1977; 6) G3-22265P, FRAN-14-06, December 17, 1973; and 7) G3-24661C, FRAN-14-07, November 8, 1975.
The water rights authorized use is for: 1) G3-24972C, 1,600 gpm, 838 acre-ft., for the irrigation of 160 acres, January 1-December 31; 2) G3-24973C, 1,600 gpm, 640 acre-ft., for irrigation of 155 acres, January 1-December 31; 3) G3-25285P, 1,440 gpm, 822 acre-ft., for irrigation of 157 acres, January 1-December 31, and 2 acre-ft. for continuous domestic supply; 4) G3-25286P, 1,440 gpm, 626 acre-ft. for irrigation of 157 acres, January 1-December 31, and 2 acre-ft. for continuous domestic supply; 5) G3-25297P, 1,440 gpm, 822 acre-ft., for irrigation of 157 acres, January 1-December 31, and 2 acre-ft. for continuous domestic supply; 6) G3-22265P, 1,500 gpm, 681 acre-ft., for irrigation of 130 acres, February 15-October 15; and 7) G3-24661C, 1,400 gpm, 580 acre-ft., for irrigation of 145 acres, April 1-October 31.
The existing points of withdrawal and places of use are all within: 1) G3-24972C, NE1/4 of SE1/4 of Sec. 9, T.9N, R.30 EWM and SE1/4 of Sec. 9, T.9N, R.30; 2) G3-24973C, NW1/4 of SE1/4 of Sec. 10, T.9N, R.30 EWM and SE1/4 of Sec. 10, T.9N, R.30 EWM; 3) G3-25285P, NE1/4 of NW1/4 of Sec. 9, T.9N, R.30 EWM and SW1/4 of Sec. 9, T.9N, R.30 EWM; 4) G3-25286P, NW1/4 of NE1/4 of Sec. 10, T.9N, R.30 EWM and NE1/4 of Sec. 10, T.9N, R.30 EWM; 5) G3-25297P, NE1/4 of NW1/4 of Sec. 9, T.9N, R.30 EWM and NW1/4 of Sec. 9, T.9N, R.30 EWM; 6) G3-22265P, SW1/4 of NW1/4 of Sec. 10, T.9N, R.30 EWM and NW1/4 of Sec. 10, T.9N, R.30 EWM; and 7) G3-24661C, NW1/4 of SW1/4 of Sec. 10, T.9N, R.30 EWM and SW1/4 of Sec. 10, T.9N, R.30 EWM.
The request for these applications is to add the following point of diversion and place of use to all of the above water rights: all within the NE1/4 of the NE1/4 of Sec. 15, T9N, R.30 EWM and NE1/4 of Sec. 15, T.9N, R.30 EWM lying NE of the power line corridor.
There is no change to the purpose of use, period of use, or allowed gpm/acre-ft. (Qi and Qa). The above water rights will each service an additional 57.5 acres (same acres) located all within the NE1/4 of Sec. 15, T.9N, R.30 EWM lying NE of the power line corridor.
Under WADOE Rule WAC 173-153 and other agency regulations, any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from the date of publication.
Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Comments should include: name, address, and phone number of commenting party; identification of the change/transfer receiving comments; and detailed information or documentation to substantiate facts presented within the comments. All comments are noted within the Report of Examination and Record of Decision affecting the subject application. This application will be on the board agenda during its regular meetings, contact the board for meeting schedules.
