DUI likely involved in Thursday's fatal crash

MOSES LAKE - The Washington State Patrol believes drugs or alcohol was involved in Thursday's collision near Moses Lake that left two women dead.
About 10:30 p.m. Thursday, Peggy A. Dubey, 58, of Moses Lake, was driving south in the northbound lane of state Route 17 in a 1997 Mercury Villager minivan, about 10 miles north of Moses Lake when she struck an Ephrata woman's vehicle head-on, according to a report released by the State Patrol. Both Dubey and Terri J. Vannoy, 42, the driver of the second vehicle, died at the scene. Vannoy was reportedly on her way home from work at an assisted living care facility in Moses Lake.
The State Patrol is still investigating the incident to determine the official cause of the crash. Trooper Darren Wright said investigators are unsure at this time how long Dubey was reportedly driving into oncoming traffic. Several other drivers reported seeing Dubey's minivan driving into oncoming traffic, nearly colliding with other vehicles before the crash. Both vehicles were totaled and towed from the scene. Dubey and Vannoy were wearing seatbelts at the time of the crash.
Dubey was highly involved in Masquers Theater in Soap Lake, set to direct "One Flew Over the Cuckoo's Nest" opening later this month. A post on the Masquers Theater Facebook page stated the show is still scheduled to go on as a tribute to Dubey.
