DESCRIPTION OF PROPOSAL: Sunland Day Use Recreation Area.

Proposed Improvements

The proposed project improvements as Sunland Day Use Area include the following items:

• Access road improvements

• 15 parking spaces, including 2 ADA spaces

• Vehicle turn-around

• ADA accessible single vault toilet

• Picnic area(s) with five picnic tables

• Overlook with one bench

• Vehicular barriers

• Shoreline access trails

• Riparian vegetation enhancements and restoration of disturbed areas with native plants

• Navigation buoy line

• Regulatory, wayfinding, and interpretive signage

• Security gate for access to adjacent property

All of the proposed improvements will be designed and constructed to minimize site impacts. Work below ordinary high water (OHW) will be associated with construction of the navigation buoy line. Where possible, work will be performed at low pool from the dry to minimize work below the water line.

The purpose for all of the in-water and upland improvements is to provide improved recreation access to the Columbia River as mandated by the Federal Energy Regulatory Commission in the operating license for the Priest Rapids Hydroelectric Project.

1. Demolition

Demolition at the Sunland Day Use Area related to upland improvements includes removal of existing gravel to allow subgrade preparation and grading of the new access drive, relocation and/or removal of existing signage, grubbing of the site in areas of project improvements and removal of select invasive plant species.

2. Upland Site Improvements

The recreation improvements at the site will occur more than 10 ft. horizontally from ordinary high water (+575').

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

Sunland Day Use Area is approximately 9 miles upstream (north) of I-90 on the east bank of the Columbia River. From I-90, head east and take the Silica Road (Exit 143). Continue north and west on Silica Road approximately 4.7 miles. Take a left on to Sunland Road SW. Turn left on Section Place SW after approximately 2.6 miles, and west onto the access drive to the bank of the Columbia River. Project area is located on the river side 600 feet farther south. The access drive also serves adjacent private property. All within parcel 150009000 in Section 12, Township 18 North, Range 22 EW, M, Grant County, Washington.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

p This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by September 12, 2013 5:00 PM Pacific Standard Time.
