DESCRIPTION OF PROPOSAL: Burkett Lake Recreation Area – Phase I Project.

The approximate 100 acre site is currently used as an informal day use area with undesignated parking, and user-defined trails. There are no formalized upland facilities on the eastern shore of the lake, so no designated parking stalls, paths, trails, or picnic areas currently exist in that area. Existing gravel and dirt roads currently provide informal pedestrian access.

Proposed Improvements

The proposed project improvements include the following items:

• Demolition and removal of select existing site features

• Access road improvements (new access drive on east side of lake)

• 10 parking spaces, including 2 ADA spaces

• Vehicle turn-around

• ADA accessible single vault toilet

• Vehicular barriers

• Recreation trails, including accessible trails

• 3 overlooks with benches, including one with an interpretive sign

• Vegetation enhancements

• Regulatory, wayfinding, and interpretive signage

• Security gate

All of the proposed improvements will be designed and constructed to minimize site impacts. The purpose for all of the upland improvements is to provide improved recreation access around Burkett Lake as mandated by the Federal Energy Regulatory Commission in the operating license for the Priest Rapids Hydroelectric Project.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY: Burkett

Lake Recreation Area – Phase I Project. Burkett Lake is approximately 8.2 miles southeast

of I-90 and 1 mile east of the Columbia River. The site can be accessed by heading south of I-90 on Highway 26 for 1 mile, then south on Highway 243 for approximately 7.2 miles, and east on Lower Crab Creek Road for 1 mile. The proposed access drive for Phase I improvements is on the east side of the lake, south of Lower Crab Creek Road within an easement acquired from the U.S. Bureau of Reclamation (USBR) in Township 16 North, Range 23 East, Section 35.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o There is no comment period for this DNS.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by November 06, 2013 5:00 PM Pacific Standard Time.
