DESCRIPTION OF PROPOSAL: West Quincy 115 kV Transmission Tap.
The proposal is to construct a 115 kilovolt (kV) transmission source for the West Quincy Substation. A 0.45-mile transmission line will be constructed connecting Grant PUD’s Columbia-Ancient Lake 115 kV line to the Substation. The project will require installation of ten utility structures, which comprises sixteen 85-foot-tall utility poles. An approximately 3-foot radius around each structure will be kept clear of any vegetation during operation of the transmission line as a safety measure.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:
The proposed project location is in Washington, within Grant County. It is located entirely within the City of Quincy, in Township 20 N, Range 20 E, Section 07. Access to the site would be from Road R NW and Port Industrial Way. The location is shown on the attached Vicinity Map.
LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by October 31, 2013 5:00 PM Pacific Standard Time.
