DESCRIPTION OF PROPOSAL: Apricot Orchards Boat Launch Improvement Project.

The proposed Project will provide improved boater access at all pool levels to the Wanapum Reservoir from Douglas County, Americans with Disabilities Act (ADA) accessibility improvements, and boater safety improvements. The improved boat launch meets compliance requirements of Grant PUD’s FERC license for the Priest Rapids Project. The proposed project improvements include work both above and below the Ordinary High Water mark (OHWM) as shown on JARPA Sheets 1 through 14 (Attachment 1). The proposed improvements to the boat launch are primitive in nature, and were designed to avoid and minimize impacts to wetland areas as well as sensitive resource areas, as well as to be consistent with the shoreline designation of natural.

The proposed project improvements include the following components:

• Demolish existing features

- Primitive gravel and rock surface boat launch

- Scarification of existing gravel road and maneuver surface

- Clearing and grubbing of existing vegetation and stripping of topsoil

• Construct improved boat ramp

- Placement of articulated concrete block ramp

- Edge and toe protection through placement of angular rock

- Riverbed launch surface improvement through placement of angular rock

• Improvements to access road, parking, and maneuvering areas

- Widened and resurfaced access road, permeable gravel surfacing

- Widened and resurfaced maneuver area, permeable gravel surfacing

- Construction of permeable gravel passenger vehicle parking (two spaces)

- Construction of permeable gravel tow vehicle parking (seven spaces)

- Construction of gravel tow vehicle parking (one ADA accessible space)

- Installation of site access gate

• Install a single vault toilet

• Construct concrete ADA accessible transfer platform with galvanized steel railing+-

• Construct gravel ADA accessible path from parking to vault toilet and transfer platform

• Construct stormwater improvements including a rock conveyance trench and dispersion pad

• Construct on-site mitigation features

- Re-use of stripped site topsoil across disturbed areas

- Restoration seeding of all temporarily disturbed areas with native upland seed mix

- Planting of riparian upland vegetation

- Restore former wetland area at existing boat ramp by scarifying compacted soils and planting native vegetation

• Post regulatory, wayfinding, and interpretive signage

• Provide trash receptacles

PROPONENT: Public Utility District No. 2 of Grant County, Washington

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY: Apricot

Orchards Boat Launch Improvement Project. The proposed project is located along the

eastern shoreline of the Wanapum Reservoir on the mid-Columbia River at River Mile (RM) 445.3, approximately 12 miles west of Quincy, in Douglas County, Washington. The project site, which is owned and operated by Grant PUD, is approximately 8 miles south of Rock Island Dam within the Upper Columbia – Entiat Watershed, 17020010 Hydrologic Unit Code in Township 20 North, Range 22 East, Section 9.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by October 29, 2013 5:00 PM Pacific Standard Time.
