Reader wonders about 'unintended consequences'

It is unfortunate that a law cannot be passed and enforced that requires all levels of government to predict all "unintended consequences" and list what shall be required to mitigate the impact of each. Failure to properly predict the "unintended consequences" would immediately invalidate the law, and require compensation for damages (if any).

Obviously, such a law is not going to be even suggested, let alone passed.

However, let us consider one "unintended consequence" of the "Affordable Health Care Act." I frankly doubt the the cancellations of millions of policies was not predicted. Possibly those cancellations were intended! Let us assume that indeed seven million people will have their health care policies cancelled. Perhaps their immediate reaction will be to spend $200 less on Christmas presents because they have no idea what the future will bring. That would translate to a $1.4 Billion drop in Christmas sales. How will that help the economy?
