INVITATION TO BID

NOTICE TO CONTRACTORS

Sealed bids will be received by the Port of Moses Lake at the 2nd Floor Conference Room, 7810

Andrews Street NE, Moses Lake, Washington 98837, for The Port of Moses Lake,

Inspection for Tank Farm and Aircraft Fueling System, Grant County International Airport. Time limits for receipt of proposals are as follows:

Technical/Price Proposals must be received by 2:00 pm, Friday May 31, 2013.

Bids received after this time will not be considered.

SCOPE OF WORK

Work shall consist of: all labor, equipment, materials to complete the following tasks:

1. Perform API 653 External Visual Inspections (VT) on tanks 24 and 38;

2. Perform API 570 inspection of the above-ground piping within the tank farm, including pipelines connected to tanks 24 and 38;

3. Perform API 570 inspection of the above-ground piping within the Refueling Area;

4. Perform inspection of approximately 5,100 linear feet of 10-inch diameter underground pipeline in accordance with API 570, Section 9 inspection protocols;

5. Perform inspection of approximately 200 linear feet of 10-inch diameter underground pipeline in accordance with API 570, Section 9 inspection protocols;

6. Inspect 1 section of 8-inch diameter underground pipeline totaling approximately 1,200 linear feet accordance with API 570, Section 9 inspection protocols; and (as alternate bid items) inspect 3 additional sections of 8” underground pipeline totaling approximately 1,150, 1,150 and 150 linear feet, respectively;

7. Inspect 1 section of 6” underground pipeline connecting fuel hydrant lateral 1/3, totaling approximately 650 linear feet accordance with API 570, Section 9 inspection protocols; and (as an alternate bid item) inspect 1 additional section of 6” underground piping connecting a fuel hydrant lateral 4/9 totaling approximately 650 linear feet;

8. Remove up to 30,000 gallons of product from the pipelines to be inspected/tested, as necessary: filter and return recovered product to the Tank Farm for storage;

9. Transport to the US Oil Refinery facility in Tacoma WA, up to 10,000 gallons of fuel product not suitable for re-use (re-sale of this material by the Proposer will also be considered as an alternate bid item);

10. Provide off-site recycling/disposal of approximately 5,000 gallons of fuel/water/sludge generated as part of the inspection/testing process, and/or (as an alternate bid item), transport/off-load this material to the GCIA Fire Training Area containment ponds;

11. Collect/analyze samples to evaluate soil corrositivity;

12. Perform inspections of fuel system valves, hydrants and other appurtenances requiring

inspection in accordance with applicable regulatory requirements (Alternate Bid Item); and

13. Conduct limited emergency repairs on fuel system components, as identified by the above inspections and as authorized by the Port of Moses Lake (Alternate Bid Item).

The work shall include shall include removing and re-installing necessary valves, piping, fittings and other hardware required to accomplish the above scope of work tasks.

The Engineer’s Estimate for this project is $150,000 - $200,000.

PRE BID WALKTHROUGH

A non-mandatory walk through of the tank farm and fueling system will be conducted at:

BID OPENING

Bids will be opened and read publicly by the Port of Moses Lake immediately following the hour as set above.

The Port of Moses Lake reserves the right to reject any and all bids and to waive irregularities or

informalities, without cause.
