DESCRIPTION OF PROPOSAL: Jackson Creek Fish Camp Recreation Area.

This proposal is to develop and build a public camping, day use and fishing access facility below Priest Rapids Dam on the Columbia River. The campground will have 10 overnight camp sites with tent pads and with 11 parking sites, 1 of which will be paved and will be ADA accessible. Each of the camp sites will have a picnic table, table pads, fire pit and access to a nearby ADA vault toilet and pathways to the Columbia River. The 20’ wide graveled access road will be lined with three strand smooth wire fence to keep users from wandering off of the access road.

The day use area will have ten parking slots one of which will be concrete paved to render it ADA compliant, an ADA vault toilet and an access path to the Columbia River. There will be no potable water facilities or electrical or sanitary pump out facilities associated with this camp site.

Regulatory and way-finding signage will be implemented throughout the facility. These signs will be posted on existing fences where possible. Any signs requiring their own posts will be excavated to a maximum of 4 feet. Diameter of signage posts will be kept to a minimum. Signage will be limited to the access road and the areas already slated for development.

Barrier rock will be placed around the majority of constructed elements to limit off-road vehicle use and decommission certain roads. Basalt boulders will be brought in on a large truck from an off-site source and placed with a rock-picker.

Mitigation for construction of this facility will consist of re-vegetating eight scattered unimproved gravel road segments all within the general area of the project. See pages 17-23 of Attachment A for more details on the proposed mitigation. These segments of road will be restricted to all future vehicular use. Once the road segments are reconditioned they will receive a native plant seed mix.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

This site is located on the left bank (east) side of the Columbia River, 2.3 miles downstream of Priest Rapids Dam. From Mattawa, take Hwy 243 south for 7.88 miles, turn left on to an unmarked gravel road. Travel for 1/2 mile to the bank of the Columbia River. The site is located in Sections 06 & 07, Township 13 North, Range 24 EWM, Grant County, Washington at latitude 46.62899 north, longitude -119.864684 west. The elevation of the site is 442’ mean sea level.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by May 08, 2013 5:00 PM Pacific Standard Time.
