Reader opposes Dream Act

I just read the Dream Act article and in that article the word "illegal" was used many times. Illegal at one time meant not legal or unlawful; does it still mean that? Did Warnick vote based on her own feelings, or did she vote based on want the people wanted who voted her in? When the illegals apply for the grant do they have to prove that they are illegal (unlawful)? How does that work? We the people vote and elect representatives who do not do what we ask. Could it be time to change things again? If it is illegal, it is against the law, period. Why can't they understand that?
