INVITATION FOR BIDS BY BASIN CITY WATER-SEWER DISTRICT FOR BASIN CITY WATER TANK PROJECT

Sealed bids will be received for the Basin City Water Tank Project by the Basin City Water-Sewer District at 51 Second Avenue, Basin City, WA 99343 until 1:30 p.m. Wednesday, April 24, 2013 and in person at the Franklin County Fire District #4 Fire Hall, 6275 Rd 170, Basin City, WA from 1:30 pm until 2:00 p.m. local time, Wednesday, April 24, 2013.

Bids will be opened by the Basin City Water-Sewer District at the Basin City Fire Hall, on Wednesday, April 24, 2013 at 2:00 p.m. local time and read aloud publicly. All interested individuals are welcome to attend. Proposals received after the time set for receiving bids will not be considered.

The project includes the construction of a 519,000 gallon bolted steel water storage tank, 8” and 14” water tank lines, field piping, parking area, earthwork, and electrical and control installation and modifications. This project is being funded through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the Environmental Protection Agency. All DWSRF requirements and provisions must be met by the general contractor and all subcontractors.

A voluntary project walk-through and pre-bid conference will be held at Basin City beginning at the Basin City Well No. 2 pump house, 121 Canal Dr, on Tuesday, April 9, at 2:00 pm.

In order to submit a bid, Bidders and all of their specialty contractors (including electrical subcontractors) are required to have a current Washington certificate of registration as a contractor in compliance with chapter 18.27 RCW which must have been in effect at the time of bid submittal.

All bids shall contain one of the following forms of Bidder’s security in an amount equal to five percent (5%) of the total bid amount of both the Base Bid and any Add Alternate Bid Items made payable to the Basin City Water-Sewer District - a) Bidder’s Bond executed by a surety company qualified to conduct business in the State of Washington b) Certified Check c) Cashier’s Check d) Cash. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Basin City Water-Sewer District. The District shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.

Bidders are required to meet all requirements that are a stipulation of the project’s funding sources and to meet all state prevailing wage and federal Davis-Bacon wage requirements, including all wage requirements for off-site fabrication, delivery, and work. All work performed on this project will be subject to the higher of the applicable state or federal wage requirements; zone differential pay may apply.
