Aviation Technical Services, Inc. (ATS), 3121 109th St SW, Everett, WA 98204, is seeking coverage under the Washington Department of Ecology’s NPDES General Permit for Stormwater Discharges Associated with Industrial Activities.

The industrial site, known as ATS Moses Lake Facility is located at Building 3401 in Port of Moses Lake, 6955 22nd Ave. NE Moses Lake, WA 98837 (Grant County Airport). Operations are due to start up April 8, 2013. Industrial activities include aircraft washes, refurbishment of aircraft and other aviation related services. Stormwater from the site discharges to a stormwater system that utilizes leach fields around the perimeter of the airport.

Any person desiring to present their view to the Department of Ecology concerning this application may notify Ecology in writing within 30 days from the last date of publication of this notice. Comments may be submitted to:
