Notice is hereby given that a JARPA (Shoreline Substantial Development) received on 2/19/13 from Grant County PUD (Contact Debbie Knaub, PO Box 878, Ephrata, WA 98823, was found to be Technically Complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of 3/4/13.

Notice is hereby given that a JARPA (Shoreline Substantial Development) received on 2/19/13 from Grant County PUD (Contact Debbie Knaub, PO Box 878, Ephrata, WA 98823, was found to be Technically Complete and preliminarily appears to be consistent with the Unified Development Code and other applicable State and local requirements as of 3/4/13. PROJECT: To improve the boat launch and recreation facilities at Frenchman Coulee. The project will include: reconstructing the boat launch ramp, installing a series of “handling floats,” dredging the navigation channel and installation of navigational aids, modify existing rock jetty, improve parking/maneuvering area, addition of picnic areas and vault toilet, create a shoreline trail, and allow for ADA compliant access to the site. SHORELINE DESIGNATION: Rural. ADDITIONAL PERMITS: WDFW Hydraulic Approval. LOCATION: There is no address for the Frenchman Coulee site; the project site is a public boat launch at the road terminus of the Old Vantage Highway (east side) on the Columbia River. Frenchman Coulee is 8 miles upstream (North) of I-90 on the east bank of the Columbia River. The site is located in a portion of Sections 6 & 31, Townships 17 & 18 N, Range 23 E, W.M., Grant County, WA. Parcel #s 15-0312-002, 15-0312-003 ZONING: Rural Remote. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, international Building Code, and International Fire Code. Any person has right to comment, receive notice, participate in hearings, request copy of final decision, and/or appeal decision as provided by law and County Code. This may be the only opportunity to comment on above listed materials.
