Warnick introduces bill that would help REC

OLYMPIA - Rep. Judy Warnick, R-Moses Lake, has introduced legislation in the House that would help a local industry against global competition and perhaps save jobs at that company.

House Bill 1912 would allow a reduced manufacturing business and occupation rate for solar panel parts, which are set to expire in 2014. They would be extended to 2016.

The incentive would keep tax rates low for a major employer in Moses Lake, REC Silicon, which competes globally.

“Our governor has been talking a lot about jobs in clean energy, so I wanted to offer a proposal that would help protect jobs now in Moses Lake,” Warnick said. “Though we have plenty of clean energy with hydropower, we also have innovative energy companies already in Washington that are struggling to compete globally. We know this tax incentive has a real impact on jobs in our state, and it should be kept in place.”

REC Silicon recently announced it will eliminate 46 positions at its Moses Lake facility, which employs hundreds of people.

“While I believe in free market competition, I do think global competitors have an edge with a less rigorous regulatory environment and reduced taxes,” Warnick said. “It’s sad to see REC struggle when they have had such a positive effect on our community.”

The bill has been referred to the House Finance Committee. The Senate companion measure was scheduled for a public hearing last week.
