NOTICE TO ENERGY SERVICE COMPANIES (ESCOs)

REQUEST FOR QUALIFICATIONS (RFQ)

ESCO consultant services are required by the Port of Moses Lake to identify the need for a comprehensive energy-conservation project, and to deliver services, including design, engineering, construction, installation, and measurement and verification, to complete a successful project. The Port of Moses Lake intends to select an ESCO and award contract(s) to perform cost-effective energy conservation retrofits. The Port of Moses Lake will make the ESCO selection based on written responses only.

Respondents to this Request should describe their company's qualifications in the following areas:

1. ESCO's experience in identifying, designing and managing the construction of energy and utility conservation projects in Washington agencies/companies. Provide total volume of contracted projects in the last five (5) years by ESCO. List client references for these projects and current phone numbers.

2. The ESCO's organizational structure and management approach to the project. Include information on potential sub-consultants.

3. The methodology used to determine energy and utility use for baselines and for post-installation savings.

4. ESCO's experience with energy and utility conservation incentive programs.

5. The ESCO's demonstrated history of aiding other Washington agencies/companies in successfully receiving energy grants for comprehensive energy savings programs.

6. Savings and equipment performance guarantees: ESCO's equipment performance guarantee policies and procedures; capacity of the ESCO to monitor the energy usage (both pre and post retrofit) and verify energy savings.

To qualify for consideration, ESCOs are required to submit one (1) Statement of Qualification packet not to exceed 20 pages.
