& SECOND TIER PETITION APPROVAL RECOMMENDATION

The State of Washington Department of Ecology (Ecology) has received application to construct a new air pollution source from Pacific Northwest Solutions, LLC. Pacific Northwest Solutions (PNS), 2430 E Foster Wells Road, Pasco, WA 99301 has proposed to operate a portable fertilizer production facility at five existing fertilizer businesses in Washington. Two of the five sites are in Grant County near the city of Moses Lake: Two Rivers Terminal at 13583 Wheeler Road NE, Moses Lake, 98837, and Crop Production Services, 2624 Road N NE, Moses Lake, 98837.

PNS proposes operation of a portable, tractor trailer mounted 10-34-0 reactor at each of the five sites, under contract to the parent fertilizer companies for an aggregate period of operation of no more than 710 hours per year. The portable reactor produces emissions of hydrogen fluoride and ammonia, both Washington toxic air pollutants. In a 710 hour period of operation estimated emissions are 7,455 pounds ammonia and 2 pounds hydrogen fluoride. These pollutant emissions were reviewed under a Second Tier Health Impact Assessment to evaluate health risks posed by the project. After review of the completed Notice of Construction application and other information on file with the agency, Ecology has decided that this project proposal will conform to all requirements as specified in Chapter 173-400 WAC. After review of the Second Tier Health Impact Assessment, Ecology concluded that impacts to the communities due to the PNS operations will meet the protective requirements contained in Chapter 173-460 WAC.

Copies of the Notice of Construction Preliminary Determination, the Second Tier Petition Recommendation, and supporting application documents are available for public review at Department of Ecology, Eastern Regional Office, 4601 N. Monroe, Spokane, WA 99205-1295, and at the City of Moses Lake, City Hall, 321 Balsam, Moses Lake, WA 98837.

The public is invited to comment on this proposal. Comments accepted June 13 through
