DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL: West Quincy Substation Expansion: Lineups

WQ5RT, WQ6RT and WQ7RT.

This proposal is an expansion of the existing West Quincy Substation with an additional three energized transformer lineups and the concrete foundations for, but not installed equipment, another three transformer lineups. These lineups shall be placed due west of the existing transformer lineups currently in the West Quincy Substation. The existing substation perimeter fence line shall be moved west approximately 300 feet to encompass all of the electrical equipment, existing and proposed. Disturbed vegetation outside of the substation yard shall be reseeded to bring it back to its natural state.

This substation is being proposed to provide a reliable distribution electrical supply for existing loads and future growth in the Quincy area including a mix of residential and industrial customers.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

The proposed expansion will be located on parcel number 042005000, Lot 5 Port District Industrial Park No. 2 in Quincy, Washington. This is in Section 07, Township 20 North, Range 24 East, Willamette Meridian, (Latitude = 47.239968° / Longitude = -119.868058°).

This is project site is due west of the existing West Quincy Substation located at 814 D Street NW Quincy, WA 98834 with the intent to have the entire project under the same address.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o There is no comment period for this DNS.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by June 20, 2013 5:00 PM Pacific Standard Time.
