DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL: Buckshot Ranch Recreational Improvement Project.

The Project Area is 2.94 acres in size. The primary components of the proposed improvement are:

Parking lot improvements: A concrete surface will be placed for the ADA parking spaces

with access to the adjoining vault toilet. Internal traffic circulation and vehicle turn around will be gravel surfaced.

ADA accessible vault toilet: The proposed vault toilet is a pre-cast, ADA accessible

structure. The vault toilet will be located approximately 20 feet from the proposed ADA parking stalls and will have a concrete path for connectivity.

ADA accessible trail: A new gravel trail, 6 feet in width (to accommodate small

maintenance vehicles and provide ADA accessibility) will extend from the existing Buckshot Ranch parking lot to an elevated boardwalk leading to the elevated ADA accessible hunting blind.

Elevated boardwalk/walkway to ADA Hunting Blind: Access to the hunting blind is

proposed to be via an elevated boardwalk. This boardwalk will be a wooden or composite material boardwalk, supported on small concrete piers. The boardwalk will be approximately 160 feet long. The boardwalk will extend over the wetland buffer and over an existing wetland. The boardwalk will be 6 feet wide to provide ADA access and small maintenance vehicle access. The boardwalk will range in height from 18-inches to 30-inches above the ground. The boardwalk will be supported on approximately 74 concrete piers. The piers are circular in plan and have an area of 1.07 sq. ft. per pier. Approximately 54 piers would be in the wetland and approximately 22 piers would be in the wetland buffer. The boardwalk structure would be entirely supported on the piers. Sheets 11, 12, and 13 of the project drawings show the proposed concrete piers in both plan and profile views.

ADA accessible elevated hunting blind: The hunting blind is a rustic wooden structure

with interior exposed of timber studs and simple shed roof. The hunting blind structure will be a rectangle with exterior dimensions of 8’ wide, 6’deep and 7’ tall. The hunting blind will have an interior dimension sufficient for ADA accessibility. The hunting blind will be attached to an elevated boardwalk platform. The platform will have the dimensions of 12’ wide by 8’ long. The platform surface will be approximately 30 inches above the existing ground. No fixed benches will be provided within the hunting blind structure.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

There is no address for the Buckshot Ranch Site. The site is a public boat launch and Parking Area on the east side of the Columbia River. The Project Area is located near

the town of Mattawa, Washington and is located 5.2 miles upstream from Priest Rapids Dam. The site can be accessed from Highway 243 and Road 26 SW until the Road 26 SW terminus at the Columbia River.

The site is located in: SW 1/4 of Section 09, Township 14N, Range 23E, Grant County

Washington.

The latitude and longitude are: 46.71055 (46° 42’ 38.76”)N lat.; -119.95305 (119° 57’ 11.24”)W long.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o There is no comment period for this DNS.

o This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.

6 This DNS is issued under WAC 197–11–340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by June 19, 2013 5:00 PM Pacific Standard Time.
