NOTICE OF APPLICATION FOR SEASONAL CHANGE/TRANSFER OF WATER RIGHT UNDER

ONE (1) GROUND WATER CERTIFICATE No. G3-25235 together with Change 1-3-409

TAKE NOTICE:

That John Hyer of Moses Lake WA has made application for seasonal change/transfer of water right in order to seasonally change the place of use and add three points of withdrawal as granted under Ground Water Certificate No.G3-25235 together with Change 1-3-409.

That Ground Water Certificate G3-25235 together with Change 1-3-409 authorizes the withdrawal of 1600 gallons per minute, 1200 acre-feet per year for seasonal irrigation (supplemental – non-additive) of 1560 acres within all of Section15, all of Section 16, SW1/4, S1/2NW1/4 and W1/2SE1/4 of Section 14, all in T. 21 N., R. 31 E.W.M., Lincoln County Washington. This right is totally supplemental to Ground Water Certificates G3-01362, 7145-A, 4175-A and G3-01251.

That the authorized point of withdrawal is from four wells located within the NW1/4SW1/4NE1/4 of Section 15, NE1/4SE1/4SE1/4 of Section 16, SW1/4SE1/4SE1/4 of Section 9 and SE1/4NW1/4SE1/4 of Section 14, all being within T. 21 N., R. 31 E.W.M. Lincoln County, Washington.

That they propose to add three existing wells within the NE1/4NE1/4 of Section 8, NW1/4NE1/4 of Section 8, T. 19 N., R. 30 E.W.M. and NW1/4SE1/4 of Section 32, T. 20 N., R. 30 E.W.M., Grant County and seasonally transfer a portion of the place of use (705 acres) under RCW 90.03.390 to the following lands:

120 acres in the SE1/4 of Section 32, T. 20 N., R. 30 E.W.M.; 120 acres in the NW1/4 of Section 4 and the E1/2NE1/4 of Section 5, T. 19 N., R. 30 E.W.M.; 75 acres in the NE1/4 of Section 5, T. 19 N., R. 30 E.W.M.; 70 acres in the S1/2NW1/4 of Section 9, T. 19 N., R. 30 E.W.M.; 20 acres in the SW1/4NW1/4 of Section 4 and the SE1/4NE1/4 of Section 5, T. 19 N., R. 30 E.W.M.; 15 acres in the NE1/4 of Section 8, T. 19. N, R. 30 E.W.M.; 5 acres in the SE1/4SW1/4 of Section 29, T. 20 N., R. 30 E.W.M.; 120 acres in the SE1/4 of Section 17, T. 21 N., R. 31 E.W.M.; 70 acres in the S1/2NE1/4 of Section 15, T. 21 N., R. 31 E.W.M.; 10 acres in the S1/2NE1/4 of Section 9, T. 19 N., R. 30 E.W.M.; 80 acres in the SE1/4 of Section 9, T. 19 N., R. 30 E.W.M. Grant County, Washington.

Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty-($50.00) dollar recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from February 4, 2013.
