2013 Moses Lake Invasives Herbicide/Algaecide Treatments

The MOSES LAKE IRRIGATION & REHABILITATION DISTRICT (MLIRD) will receive

bids at 932 E. Wheeler Road, Moses Lake, WA 98837, until 3:00 p.m. Monday, February 11, 2013 for:

2013 Moses Lake Invasives Herbicide/Algaecide Treatments

This project involves the use of Washington State Department of Ecology approved aquatic herbicide to eradicate Eurasian watermilfoil, Elodea, and other invasive vegetation from Moses Lake. The herbicides considered for use are DMA-4 amine & aquatically labeled Tryclopyr-3 (liquid) to attain a rate of 2.5 gallons per acre foot, (approx. 1,500 gallons of DMA-4 amine, Hydrathol -K- 1000 gallons, & 1,200 gallons of aquatically labeled Triclopyr-3 to be in 2.5gal containers), and 200 gal. Of Diquate Dibromide via subsurface injection using rigid weight trailing hoses attached to an airboat. If the desire for a different concentration rate in portions of the lake arises due to varying depths the application rate will be adjusted. Total project size is approximately 275 acres. Treatment depths range from 1-to-8 feet with an average treatment depth of approximately 6 feet, with the literal zone being 10-feet. Desirable application window is June 1-to-June 31 for invasive vegetation (dependent on seasonal growth of target plants). Maps will be provided by MLIRD outlining the milfoil locations and the prospective treatment areas. The algae treatment will be on an as needed schedule with a response time requirement of no greater than 48-hours. The Moses Lake Irrigation & Rehabilitation District will hold the Aquatic Pesticide General Permit and will work with contractor on the 21-day notice. All shoreline posting and notices under the General Permit will be conducted by the applicator as part of this project.

General Requirements for Qualified Bidder/Applicator

• Applicator must have the Washington State Aquatic Applicators License

• Applicator must have airboats with capability of 2,000 payloads.

• Applicator must have $3,000,000.00 in liability insurance, with MLIRD named as additional insurer

• Applicator must provide references on all past work

• Applicator must at least 10-yrs experience with similar projects

• Applicator must maintain an airboat equipped for Algaecide application within 20-miles of lake, for response area, at all times.
