NOTICE IS HEREBY GIVEN that the Franklin County Plan.ning and Building Department, determined to be the Lead Agency pursuant to the State Environmental Policy Act (SEPA) of 1971, as amended, and Washington Administra.tive Code (WAC) 197-11, has issued a Mitigated Determina.tion of Non-Significance (MDNS) concerning the following proposed project:

Project/Location: The project consists of the construc-
tion of one (1) potato storage facility
that is approximately 1000,000+
square feet in size (251.6Õx380Õ and
72Õ x 40Õ and 37Õ x 40Õ) for Loren
Stangeland. This project is located
within the Agricultural Production 20
(AP-20) Zoning Distict off Selph Landing Road on a 16.71 acre site,
just north of the City of Pasco at site
address 1911 Selph Landing Road.
Said property is located in Section
19, Township 10 North, Range 30
East, W.M., Franklin County,
Washington - Parcel Number 124-
550-147.
Copies of the environmental documents (including mitiga.tion measures), site plans, and other materials pertinent to the proposed project are available for review in the Franklin County Planning and Building Department at 1016 North 4th Avenue, Pasco, WA 99301. Those wishing to have copies of said documents mailed to them will be charged a fee covering the costs of reproduction and mailing.
NOTICE IS FURTHER GIVEN that in accordance with the State Environmental Policy Act and WAC 197-11-340, the MDNS, building plans/site plans, the Environmental Check.list, and other materials pertinent to the proposed project has been sent to agencies with jurisdiction, the Washington State Department of Ecology, the Benton-Franklin Council of Governments, and others having an interest in the proposal.
The MDNS was issued on February 22, 2013 by the Franklin County Planning and Building Department. Comments must be received by 5:00 p.m., Thursday, March 14, 2013 (14 days from publication) at which time the MDNS will become final.
