Determination of Nonsignificance and Availability of Environmental Documents

NOTICE IS HEREBY GIVEN that the Franklin County Water Conservancy Board, determined to be the Lead Agency pursuant to the State Environmental Policy Act (SEPA) of 1971, as amended, and Washington Administrative Code (WAC) 197-11, has issued a Determination of Non-Significance (DNS) concerning the following proposed project:

Applicant: Glen & Diane Roundy, DBA Columbia Waters Farm, LLC, 1281 Falls Road, Pasco, WA 99301

Project Description: The Franklin County Water Conservancy Board has accepted an application for change/transfer regarding water right number S3-29033C in order to change the place of use.

Project Location: Existing farm ground located adjacent to Road 68 / Taylor Flats Road in Franklin County immediately north of Pasco, WA. Specifically: The N1/2 of the NW1/4 of Section 4 and the NE1/4 of Section 4; the NE1/4 of the NE1/4 of Section 5; ALL IN T9N, R29, E.W.M. The El/2 of Section 28 lying east of Taylor Flats Road and the NE1/4, and the SE l/4 and the SW1/4 of Section 34, ALL IN T10N., R29 E.W.M. all in Franklin County, Washington.

Copies of the environmental documents and other pertinent information are available for review in the Franklin County Water Conservancy Board office at 1533 E. Spokane St., Suite C, Pasco, WA 99301.

NOTICE IS FURTHER GIVEN that in accordance with the State Environmental Policy Act and WAC 197-11-340, the DNS and the Environmental Checklist has been sent to agencies with jurisdiction, the Washington State Department of Ecology, and others having an interest in the proposal.

The DNS was issued on February 7, 2013 by the Franklin County Water Conservancy Board. Comments must be received by 4:00 p.m., Thursday, March 7, 2013 at which time the DNS will become final.
