The MOSES LAKE IRRIGATION & REHABILITATION DISTRICT (MLIRD) will receive proposals at 932 E. Wheeler Road, Moses Lake, WA 98837, until 3:00 p.m. (MLIRD Official clock), Friday, January 10, 2014 for:

2014 Moses Lake Invasive Herbicide/Algaecide Treatments

This project involves the use of Washington State Department of Ecology approved aquatic herbicide/algaecide to treat Eurasian Watermilfoil, Sago and Curly Leaf Pondweed in Moses Lake. The herbicides considered for use are DMA-4 amine & aquatically labeled Tryclopyr-3 (liquid) to attain a rate of 2.5 gallons per acre foot, (approx. 2,500 gallons of DMA-4 amine, Aquathol -K- 250 gallons, &800 gallons of aquatically labeled Triclopyr-3 to be in 2.5gal containers), via subsurface injection using rigid weight trailing hoses attached to an airboat. If the desire for a different concentration rate in portions of the lake arises due to varying depths the application rate will be adjusted. Total project size is approximately 120 acres. Treatment depths range from 1-to-8 feet with an average treatment depth of approximately 6 feet, with the literal zone being 10-feet. Desirable application window is June 2014 (dependent on seasonal growth of target plants) and maps will be provided by MLIRD outlining the milfoil, sago and curly leaf locations and the prospective treatment areas. The algae treatment will be on an as needed schedule with a response time requirement of no greater than 48-hours. The Moses Lake Irrigation & Rehabilitation District will hold the Aquatic Pesticide General Permit and will work with contractor on the 21-day notice. All shoreline posting and notices under the General Permit will be conducted by the applicator as part of this project.

General Requirements for Qualified Applicator to include in Submittal

• Applicator must provide a copy of current Washington State Aquatic Applicators License.

• Applicator must provide a copy of current $3,000,000.00 in liability insurance naming

MLIRD and MLIRD staff named as additional insureds.

• Applicator must have at least 10-yrs experience with similar projects and provide

references on all past work.

• Applicator must provide a copy of proof of worker's compensation insurance.

• Applicator must have airboats with capability of 2,000 lbs. of payload.

• Applicator must maintain an airboat equipped for Algaecide application within 20 miles of

lake, for the duration of algae season, June 1, 2014 through September 30, 2014.

The Moses Lake Irrigation and Rehabilitation District reserves the right to reject any or all proposals/RFQ's/RFP's or waive any or all irregularities if such action is in the best interest of the District. MLIRD retains the right to extend any contract awarded for such treatments an additional three years if discretionary funding is available.
