PROJECT: This proposal is for the development of a small-scale recreation & tourism day-use area facility in the Rural Remote zoning district of Grant County.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) application received by Grant County on August 26, 2013 and a Discretionary Use Permit (DUP) application received by Grant County on September 4, 2013 from Grant County PUD No. 2 (Designated Contact: Edrie Risdon, PO Box 878, Ephrata, WA 98823, 509-754-5088, ext. 2362) were found to be technically complete on December 12, 2013. PROJECT: This proposal is for the development of a small-scale recreation & tourism day-use area facility in the Rural Remote zoning district of Grant County. Portions of the facility will be within 200 feet of the Ordinary High Water Mark (OHWM) of the Columbia River. Said development will include widening and improvement of the access road, fifteen (15) parking spaces (including two ADA spaces), a vehicle turn-around, an ADA-accessible vault toilet, five (5) picnic table sites, an overlook bench, vehicular barriers, shoreline access paths, a swimming area, an Aid to Navigation/swim area delineation buoy line, a kiosk with interpretive signage, and a security gate for access to adjacent property. Work below the OHWM will be limited to installation of the navigational aid buoy line. All other work will take place above the OHWM. This proposal also includes installation of approximately 2,500 square ft. of riparian plantings and the upland re-vegetation and restoration of approximately 1.2 acres of disturbed areas with native plants as mitigation. SEPA: A SEPA Determination of Non-Significance was issued by Grant County PUD No. 2 for this proposal on August 22, 2013. ADDITIONAL PERMITS REQUIRED: Building Permit, Grading Permit, WDFW Hydraulic Approval. STUDIES SUBMITTED: Critical Areas Assessment, Mitigation Plan, Archaeological Resources Assessment Report. LOCATION: The proposed day-use area facility site is an approximately 2.0-acre portion of Parcel #15-0009-000. The site is located on the east shoreline of the Wanapum Lake portion of the Columbia River, approximately 9 miles north of (upriver from) the I-90 bridge at Vantage, WA. The site is also approximately 1.9 miles west of the intersection of Silica Road SW and Sunland Road SW, near the intersection of Sunland Road SW and Road Y.5 SW, and in the NW quarter of Section 12, Township 18 North, Range 22 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATION: Rural. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
