FRANKLIN COUNTY NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that there has been proposed to the Franklin County Board of County Commissioners three (3) Comprehensive Plan Amendment applications.

NOTICE IS HEREBY GIVEN that there has been proposed to the Franklin County Board of County Commissioners three (3) Comprehensive Plan Amendment applications. The applications propose changes to the Franklin County Growth Management Comprehensive Plan (Resolution Number 2008-089). The Planning Commission recommendations for the applications will be presented to the County Commissioners at the scheduled public hearing(s).

The three (3) application are as follows:

1. CPA 2012-01: An application by Brent Preston, 502 E. Vineyard Drive, Pasco, WA 99301 for a Comprehensive Plan Amendment CPA 2012-01. Said application is to amend the Comprehensive Land Use Plan Map from Agricultural to Rural Activity Center which focuses on activities that are commercial in nature.

In addition to a proposed change to the Comprehensive Land Use Map, additional modifications to Table 25 (Franklin County Land Use Breakdown) and to the Rural Lands Chapter (Rural Activity Centers) are also necessary.

LEGAL DESCRIPTION: Portion of Farm Unit 49, Irrigation Block 17 and portion of SW 1/4 of Section 29, Township 10 North, Range 30 East, W.M. Franklin County, Washington.

NON-LEGAL DESCRIPTION: The land is located at the southeast intersection of E Vineyard Drive and Highway 395 near site address 502 E Vineyard Drive in Franklin County, WA (Portions of parcel number(s) 124-660-039, 124-660-037, 124-660-060, and 124-660-058).

2. CPA 2012-03: An application by the City of Pasco, 525 N 3rd Avenue, Pasco, WA 99301 for a Comprehensive Plan Amendment CPA 2012-03. Said application is to add approximately 70 acres (1 parcel and a portion of two other parcels) of land to the City of Pasco’s Urban Growth Area Boundary. The current Comprehensive Plan designation for the land is Agricultural. The applicant wishes to designate the land as Industrial within the Urban Growth Area Boundary.

LEGAL DESCRIPTION: Portion of SE quarter of Section 22, Township 9 North, Range 30 East W.M. Franklin County, Washington.

NON-LEGAL DESCRIPTION: The 70 acres is located east of Highway 12, approximately a half mile east of Dietrich Road along the north side of the Pasco-Kahlotus Road in Franklin County, WA (Parcel number(s) 113-600-096 and portions of 113-580-073 and 113-590-026).

3. CPA 2012-04: An application by the City of Pasco, 525 N 3rd Avenue, Pasco, WA 99301 for a Comprehensive Plan Amendment CPA 2012-04. Said application is to add approximately 15 acres (3 parcels and a portion of another and portion of BNSF right of way) of land to the City of Pasco’s Urban Growth Area Boundary. The current Comprehensive Plan designated for the land is Agricultural. The applicant wishes to designate the land as Industrial within the Urban Growth Area Boundary.

LEGAL DESCRIPTION: Portion of NW quarter of Section 36, Township 9 North, Range 30 East W.M. Franklin County, Washington.

NON-LEGAL DESCRIPTION: The 15 acres is generally located east of the City of Pasco, east of Highway 12, along the Snake River, east of Tank Farm Road and south of Alderson Road in Franklin County, WA (Applicable parcel number(s) include 113-690-061, 112-590-019, 113-690-070, and 112-590-027).

NOTICE IS FURTHER GIVEN that said each application will be considered by the Board of County Commissioners in a public hearing on September 26, 2012 with the first public hearing beginning at the hour of 9:30 a.m. in the Franklin County Courthouse, Commissioners Meeting Room, 1016 North 4th Avenue, Pasco, WA 99301. All concerned may appear and present any support for or objections to the applications. Written comments are accepted prior to the public hearing and those comments shall be submitted to the Franklin County Planning Department, 1016 North 4th, Pasco, Washington 99301.
