2. DESCRIPTION OF AGENCY ACTION:
Grant PUD issued the original SEPA DNS and Environmental Checklist based upon
preliminary design information for the Priest Rapids Recreation Area Boat Launch/Day Use Area, Trail, and Trail Head Improvements on December 01, 2010. The following information presented in the checklist has been updated.
The Priest Rapids Recreation Area Boat Launch/Day Use Area, Trail, and Trail Head
Improvements should have included a discussion of an access control fence that would be in stalled prior to construction of the proposals identified within the earlier SEPA DNS and
Environmental Checklist.
This fencing will consist of a 3 strand, smooth wire fence with T-Posts along GCPUD
property adjacent to private ownership as shown on attached maps. T-Posts will be driven into the ground by hand. Construction will be done in three phases.
Phase 1 - the east-west fence at the south end of Desert Aire, approximately 2,200 ft. long
paralleling the south side of Orchard Drive South.
Phase 2 - fencing the PUD property boundary adjacent to the west side of all vacant lots along the shoreline at Desert Aire, approximately 4,650 ft.
Phase 3 – (Optional) fencing the remaining PUD property line adjacent to the Desert Aire
private ownership. Approximately 6,625 ft.
This addendum is intended to inform the recipients of the original SEPA Determination of Nonsignificance and the Environmental Checklist dated December 1, 2010 for the Priest Rapids Recreation Area (PRRA) Boat Launch/Day Use Area, Trail, and Trail Head
Improvements of the above changes to the original SEPA Checklist. These additions do not change the Determination of Nonsignificance for this proposal.
3. LOCATION OF PROPOSAL (A SUFFICIENT DESCRIPTION SHOULD BE GIVEN TO LOCATE THE SITE, IF ANY, BUT A COMPLETE LEGAL DESCRIPTION IS NOT REQUIRED:
The Desert Aire Area Fencing project is located at approximately river mile 399 through river mile 402, in Grant County, Washington. From the Vantage Bridge (I-90) travel south on State Route 26 to the junction with State Route 243. Turn onto SR 243 and travel south for
approximately 19 miles to the entrance to Desert Aire in Sections 16, 21, 22, 26, 27, 35; Township 14 N; Range 23 EWM, Grant County, Washington. The project site (lineal) begins along Orchard Drive South then will turn northwesterly along the bluff of the Priest Rapids Reservoir for a distance of 2.1 miles.
