DESCRIPTION OF PROPOSAL: Wheeler Road - Ruff Tap 115kV Transmission Line

Rebuild project.

Grant PUD owns and operates a 115 kV transmission line between its Wheeler Substation and the Ruff Substations, located in Moses Lake, WA.

The District proposes to rebuild a segment of the Sand Dunes - Larson - Warden 115kV Line (3- terminal). The segment starts at Structure 3/13 (in the vicinity of the Wheeler 230kV substation) and extends east approximately 5 miles to the Ruff Substation Tap at the intersection of Road 3 NE and Road S SE. Approximately 92 poles and associated transmission and distribution conductors will be replaced along the southern edge of Wheeler Road.

The transmission conductor size will increase from 556 ACSR to 795 ACSS for additional electrical capacity. Electrical load growth in both the Moses Lake and Warden areas is behind the need to increase the conductor capacity on this segment of the transmission line.

The location of the proposed project is in Moses Lake, Washington beginning at the Wheeler Substation in the southwest corner of the intersection of Wheeler Road and Road N NE in Section 20, Township 19 North, Range 29 EW, M and paralleling the south side of Wheeler Road to the Ruff Substation Tap located near the intersection of Wheeler Road and Road S NE in Section 19, Township 19 North, Range 30 EW, M, Grant County, Washington.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o  There is no comment period for this DNS.

o  This DNS is issued after using the optional DNS process in WAC 197-11-355.  There is no further comment period on the DNS.

6  This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by June 14th, 2012, 5:00 PM Pacific Standard Time.
