NOTICE TO CONTRACTORS
Grant County has advertised that it is seeking to contract with an experienced, licensed well driller/firm for the drilling of three (3) groundwater monitoring wells at the Grant County Fairgrounds for the purpose of carrying out the Groundwater and Effluent Monitoring and Reporting Plan (Plan), for the Grant County Fairgrounds located in Moses Lake, Washington.

ADDENDUM
Grant County has advertised that it is seeking to contract with an experienced, licensed well driller/firm for the drilling of three (3) groundwater monitoring wells at the Grant County Fairgrounds for the purpose of carrying out the Groundwater and Effluent Monitoring and Reporting Plan (Plan), for the Grant County Fairgrounds located in Moses Lake, Washington.
PLEASE BE ADVISED that Grant County has added an ADDENDUM to its previously advertised Request For Proposals that affects two (2) portions of the RFP Packet (bid requirements). The ADDENDUM has been added to the Request for Bid packet posted on the Grant Website at www.grantcountyweb. us and is also contained within this
Notice. Specifically:
(1) The ADDENDUM adds the following requirements to the well Minimum Specifications portion of the Request for Bid packet:
Minimum Specifications
• Wells will be built as Resource Protection Wells under Chapter 173-160 WAC.
• Target depths are expected to be approximately 110 to 120 feet, but final depth will be determined in the field by the County's representative and based on the actual depth of the unconfined water table as encountered during drilling.
• The minimum inside diameter of the wells will be 2 inches.
• Wells will have above ground completions, with protective monument around the well casing and three protective posts surrounding the monument.
• During drilling, the contractor will use a cuttings collection method that facilitates the geologist's ability to collect drill cuttings samples.
• Upon completion, wells must be ready for water sampling, which includes that they will be plumb and straight, developed, and clean.
• The only allowable drilling additive will be water.
• Drill cuttings and developed water can be disposed of on-site.
(2) The ADDENDUM also adds the following additional requirements to the Request for Bid packet:
Additional RFP Criteria
1. The County's representative will be the Project Hydrogeologist or designated alternative;
2. Proposal must describe bidder's experience with resource protection well drilling and construction;
3. Proposal must describe bidder's experience drilling under geologic conditions expected at the Fairgrounds; e.g., drilling through unconsolidated coarse gravels; and
4. Proposal must describe the bidder's proposed drilling method and schedule.

The County will enter into a professional services agreement with an individual and/or agency to be selected as part of this RFP process. The purpose of the agreement will be to equip the County with the monitoring wells necessary to complete the aforementioned plan.
Requests for Proposals with the ADDENDUM as shown hereinabove may be obtained at:
(1) The office of the Grant County Board of County Commissioners located at 35 C Street NW in Ephrata, Washington; or
(2) From the Grant Website at www.grantcountyweb.us.
The deadline for proposals is 5:00 p.m. on Wednesday, May 30th, 2012. An original proposal and three photocopies must be submitted as shown below in a sealed envelope clearly marked with project title: "Grant County Fairgrounds Monitoring Wells Proposal". Late proposals and/or proposals submitted via e-mail or facsimile will not be accepted.
