REQUEST FOR PROPOSALS 430-3441

The Public Utility District No. 2 of Grant County, Washington (District) is requesting proposals be submitted for Professional Services for Real Estate Services Related to the Acquisition of Property Rights, from time awarded until July 31, 2014.

The Public Utility District No. 2 of Grant County, Washington (District) is requesting proposals be submitted for Professional Services for Real Estate Services Related to the Acquisition of Property Rights, from time awarded until July 31, 2014.

All necessary information concerning the instructions for preparing the proposals is located at www.ebidexchange.com/gcpud/ and titled RFP No. 430-3441.

Five (5) copies of the proposal must be submitted to the attention of Rebecca Henricks, Senior Contract Officer, Public Utility District No. 2 of Grant County, WA, 154 A Street SE, Ephrata, Washington 98823, no later than 5:00 P.M. on June 19, 2012.

Firms must meet a minimum set of qualifications in order to be considered for evaluation.  These qualifications are:

•    Must have a license to do business in the State of Washington.

•    Must have prior experience in all aspects of real property acquisition of property rights for     Transmission, Substation, Distribution, Fiber, Facilities, and fee title.

•    Must have provided similar services for a minimum of 7 years.

•    Must have superior public relations skills, negotiation skills, and experience handling     controversial land use actions.

•    Must have land use planning experience, knowledgeable in county zoning, shoreline master     plans, city and county comprehensive plans.   

•    Must be able to prepare market analysis and value of parcels.

•    Must have an established office within a circle centered on Ephrata WA and extending a     radial distance of 270 air miles.

•    Must agree with the terms and conditions of the draft contract. (Attachment "E")
