ON APPLICATION FOR FRANCHISE AGREEMENT

TO LIGHTSPEED NETWORKS dba LS NETWORK

FOR A

FIBER OPTIC NETWORK

NOTICE IS HEREBY GIVEN that an application for franchise to Lightspeed Networks dba LS Network, for a Fiber Optic Network, has been filed in the office of the Board of County Commissioners of Franklin County requesting a franchise to Construct, operate, and maintain a Fiber Optic Network along court St., Shoreline, Dent 68, Richardson, Rd 64, Wernett, Rd 48, Court Street, Pasco-Kahlotus Rd and Commercial Ave, all lying within Sections 1, 12 & 13 of Township 9 Range 28 EWM, Section 4, 5, 6, 16, 18, 21, 22, 23 and 26 of Township 9, Range 29 EWM, Section 22 & 27 of Township 9, Range 30 EWM, and Section 31, 32, & 33 of Township 10, Range 29 EWM located in Franklin County, Washington. Said franchise would be in affect for a period of 25 years from adoption date of said franchise.

THEREFORE, it is ordered by the Board that the hearing on said franchise will be held by the Board of County Commissioner of Franklin County at their office at the Courthouse in Pasco, Washington, on the 13th day of June, 2012, at the hour of 9:00 a.m.
