NOTICE OF PUBLIC HEARINGS, DETERMINATION OF NONSIGNIFICANCE

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Minor Zone Changes submitted in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with State Law RCW 36.70A.

AND ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENTATION

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct

a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Minor Zone Changes submitted in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with State Law RCW 36.70A.

NOTICE IS ALSO GIVEN, that the Grant County Planning Commission will consider review of the State Environmental Policy Act SEPA addendum to the September, 1999 Final Environmental Impact Statement as adopted and prepared in accordance with the State Environmental Policy Act (SEPA) RCW 43.21.C

DESCRIPTION OF CURRENT PROPOSAL:

A non-project proposal to consider the adoption of amendments to the Grant County 2006 GMA Comprehensive Plan.  Proposed amendments considered for adoption include site-specific land use designation changes, changes to Figure 5-5, Future Land use Map; and amendments to the Urban Growth Area boundaries of Royal City; and Minor Zone Changes.   The proposed amendments specifically include proposals submitted by the following list of applicants and will be heard by the Planning Commission commencing on Wednesday June 27, 2012 at 7 p.m. in the Grant County Commissioners Hearing Room on the second floor of the Grant County Courthouse in Ephrata, Washington, at which time any person may appear and be heard either for or against the approval of the proposed amendments to be considered at the public hearing.  Anyone

who wishes to submit written comments on the proposed amendments must do so by 5pm May 29, 2012.  The specific proposals are listed below:

1)    12-5668 - Port of Mattawa (Mattawa area, Designation change from Residential, Medium         Density to Urban Commercial and a Minor Zone Change from Urban Residential 3 to     Urban Commercial 2)

2)        12-5669 - Mark Gregson/John F. Vitone & Else Vitone, Trustees (Coulee City area,     Designation change from Rangeland to Rural Residential 1 and a Minor Zone Change from     Agriculture to Rural Residential 1)

3)    11-5562 - Port of Royal Slope* (Royal City UGA Boundary, Designation change from     Rural Remote to Urban Industrial and a Minor Zone Change from Rural Remote to Urban     Heavy Industrial)

*Project was Tabled during 2011 Amendment Cycle

Copies of the proposed amendment applications, minor zone changes and Comprehensive Plan/FEIS and the 2012 Addendum to the EIS are available for review at the Grant County Planning Department, 457 1st Ave NW, Ephrata.
