Quincy approves garbage, recycling agreement

QUINCY - Quincy residents will be receiving recycling bins by May 1, following the approval of an agreement by the city council.
The council unanimously agreed to make having a recycling container mandatory for Quincy residents as they approved an agreement with Consolidated Disposal Services (CDSI).
City Administrator Tim Snead said it's unclear how the change will affect garbage rates for people. Resident rates are going to be set at the next council meeting on April 3.
"I'm not going to speculate on (the prices)," he said.
The residents will have a choice between three options for garbage cans - a 64-gallon can picked up every other week, a 64-gallon can picked up every week or a 96-gallon can picked up every week, Snead said. The city is providing one 96-gallon bin for recyclable materials. The yard waste container will remain optional.
"All they're going to get is one more can. That will have a blue lid on it, and that will be for them to put their recyclables in," he said. "It will be up to them if they want to change their service for garbage."
Presently people have the option to have a 96-gallon or 64-gallon container for garbage, Snead said.
The agreement calls for the city to set up ordinances requiring residents to have the city collect recyclable materials, according to the agreement.
"CDSI will haul and dispose recyclable materials to the recyclable materials handling facilities selected by the city," according to the agreement. "The city shall pay all costs of the recyclable materials handling facilities ... and shall receive all net revenues for the recyclable materials."
