Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on May 9, 2012 from Bryan Unruh (Designated Contact:  John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on June 5, 2012.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on May 9, 2012 from Bryan Unruh (Designated Contact:  John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on June 5, 2012.  Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used.  This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared.  This may be the only opportunity to comment on

the environmental impacts of the proposal and the proposed mitigation measures.  A copy of

the subsequent threshold determination may be obtained upon request.  PROPOSED MITIGATION MEASURES:  1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water.  The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and/or after completion of this project, including, but not limited to:  (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the subject parcel, thereby llessening sedimentation and erosion, (e) Any rocks moved during construction for the placement of support legs for the dock, or during installation of the boatlift or the dual jet ski lift, must be used on-site or deposited underneath the dock thereby enhancing habitat for native wildlife.  

2. The landowner/applicant shall alter the shoreline only to the minimum extent necessary so as to complete the project as proposed.  3. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project.  Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept. of Fish and Wildlife.  4. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark).  PROJECT:  This proposal is for the construction of a 6-ft. wide x 70-ft. long freestanding walkway connecting to a 10-ft. wide x 24-ft. long freestanding dock.  The overall length of both structures combined will be 94 feet.  This proposal also includes a freestanding 9-ft x 10-ft. boatlift and a freestanding 6-ft. x 12-ft. dual jet ski lift, an 8-ft. wide x approximately 50-ft. long gravel access path through the shoreline environment, limited removal of native wetland vegetation (10-ft. wide) in order to enable installation of the walkway and dock, and limited/conditioned use of a trackhoe in order to (only) remove and relocate surface rocks from the lakebed (no excavation will be allowed).  SHORELINE ENVIRONMENT:  Suburban.  ZONING:  Urban Residential 2.  ADDITIONAL PERMITS REQUIRED:  None.  STUDIES SUBMITTED:  None.  CONSISTENCY STATEMENT:  This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.  LOCATION:  The site address of the subject area is 3406 Wild Goose Road NE, Moses Lake, WA.  The site is also known as Lot 7, Block 1 of Wild Goose Tracts Phase 2, and is located near the intersection of Wild Goose Road NE and Wild Goose Lane NE, and in the SW quarter of Section 17, Township 19 North, Range 28 East, WM, Grant County, WA (Parcel #12-1126-407).  Copies of application materials (File #12-5689) are available from Rick Rettig, Grant County Planning Department, 457 1st Avenue NW, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 622.  Office hours:  8 am-12 noon, 1-5 pm, M-F.  Comments must be submitted to the Planning Department no later than 5 pm on July 13, 2012.  Comments should be as specific as possible and may be mailed, hand-delivered, or sent by facsimile.  All persons, agencies, or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code.
