DESCRIPTION OF PROPOSAL: Warden 3rd Transformer Lineup Project

Grant PUD owns and operates the Warden Electrical Substation and is proposing to erect a third transformer lineup which shall physically and electrically connect to the Warden Substation located inside the city limits of Warden. The third lineup shall be erected due west of the existing substation and shall include a 41MVA power transformer, 115kV circuit switcher, 36' x 20' Pre-Engineered metal building, 4-15kV circuit breakers, concrete foundations, steel structures and chain link fencing.

The existing chain link fence line along the north side of the substation shall be extended 25 feet towards 1st Street as part of this project. The existing chain link fence along the west side of the substation shall be extended west approximately 100 feet to accommodate the expansion. Additionally, the substation approach along 1st Street shall be re-graded to allow for improved egress by large equipment onto the substation property.

Expanding building infrastructure in the Warden area is behind the need to expand the existing substation's capacity.

LOCATION OF PROPOSAL, INCLUDING STREET ADDRESS, IF ANY:

Project site is within the city limits of Warden, Washington adjacent to the western side of the Warden Substation located at 1603 West 1st Street, Warden, WA 98857 in Section 16, Township 17 North, Range 30 EW, M, Grant County, Washington.

LEAD AGENCY: Public Utility District No. 2 of Grant County, Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

o  This DNS is issued after using the optional DNS process in WAC 197-11-355.  There is no further comment period on the DNS.

6  This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by August 03, 2012, 5:00 PM Pacific Standard Time.
