Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on May 23, 2012 from Terex Aerial Work Platforms (Genie Industries) were found to be technically complete on June 28, 2012 (Designated Contact:  William Strouse, KSI Architecture & Planning, 5818 114th Avenue NE, Kirkland, WA 98033, 425-968-8197).  Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used.  This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared.  This may be the only opportunity to comment on the

environmental impacts of the proposal and the proposed mitigation measures.  A copy of

the subsequent threshold determination may be obtained upon request.  PROJECT:  The installation of two (2) additional powder coat paint systems into an existing light manufacturing facility in an existing hangar building on a portion of two parcels (that total approximately 115.59 acres) in the Grant County International Airport (AP) zoning district.  The footprint of the existing structure will not be altered.  ADDITIONAL PERMITS:  Building Permits, Electrical Permit (Dept. of Labor & Industry), Air Contaminant Source Permit (WA State Dept. of Ecology).  STUDIES REQUIRED:  None.  LOCATION:  The subject area is an approximately 38-acre portion of Parcels #17-1006-000 and #17-1017-000.  The site address is 8987 Graham Road NE, Port of Moses Lake Building #5820, Moses Lake, WA.  The site is an existing hangar located approximately 1/2 mile east of the Grant County Airport Main Terminal, and approximately 0.36 miles southwest of the intersection of Tyndall Road NE and Randolph Road NE, and in a portion of the SW quarter of Section 27, Township 20 North, Range 28 East, and in a portion of the SE quarter of Section 28, Township 20 North, Range 28 East, WM, Grant County, WA.  ZONING:  Grant County International Airport.  CONSISTENCY STATEMENT:  This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.  Copies of application materials (File #12-5691) are available from Rick Rettig, Grant County Planning Department, 457 1st Avenue NW, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 622.  Office hours:  8 am-12 noon, 1-5 pm, M-F.  Comments must be submitted to the Planning Department no later than 5 pm on July 24, 2012.  Comments should be as specific as possible and may be mailed, hand-delivered, or sent by facsimile.  All persons, agencies, or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and/or appeal the decision as provided by law and County Code.
