Sealed bids will be received by the County of Franklin, at the

Office of the Board of County Commissioners in the Franklin County

Courthouse at Pasco, Washington, until 9:15 am, Wednesday, January

25, 2002, and will then and there be opened and publicly read for

the construction of the improvements.

Sealed bids will be received by the County of Franklin, at the Office of the Board of County Commissioners in the Franklin County Courthouse at Pasco, Washington, until 9:15 am, Wednesday, January 25, 2002, and will then and there be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County of Franklin.

The right is reserved to reject any and all bids and to waiver informalities in the bidding.

CD of the Maps, plans, and specifications may be obtained at the Franklin County Public Works Department, 3416 Stearman Ave., Pasco, Washington, 99301, upon payment of the amount of $10.00 per copy.

Informational copies of maps, plans, and specifications are on file for inspection in the Office of the County Engineer of Franklin County in Pasco, Washington, Tri-City Construction Council in Kennewick, Washington, the Association of General Contractors of Spokane, Washington, and Construction Data of Spokane, Washington.

The following is applicable to Franklin county projects:

The Franklin county Public Works Department in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The improvements for which bids will be received is described below:

CRP 593- Road 100/Dent Road Extension Phase 2

This contract consists of the following:

• The extension of Broadmoor Blvd. (1.02 miles of new roadway) from its existing terminus, 0.45 miles north of the Broadmoor Blvd. and Sandifur Parkway intersection, to its new terminus at Dent Road.

• The reconstruction of Easy Street (1.0 miles) from Dent Road to Fanning Road.

 The construction of Powerline Road (1.10 miles of new roadway) from Dent Road to Broadmoor Blvd.

• The construction of portions of the intersections at Dent Road, Easy Street, Fanning Road, and Columbia River North Road.

 The work consists of clearing and grubbing, removing asphalt concrete pavement, excavation and embankment compaction, culvert pipe installation, crushed surfacing, bituminous surface treatment, paving with hot mix asphalt, illumination system, eroslon control, and other related work. In addition, the work involves relocating a section of irrigation main pipe, replacing of 4-inch diameter water main and relocation of water service. All work shall be in accordance with the attached Contract Plans, the Contract Provisions, and the Standard Specifications.

Bidders shall submit bids in a sealed envelope addressed to: Franklin County Board of County Commissioners, Franklin County Courthouse, 1610 N. 4th Ave., Pasco, Washington, 99301, and marked “crp 593 - Road 100 / Dent Road Extension Phase 2, 9:15 am, Wednesday, January 25, 2012.”

Bids shall be submitted on the bid form attached to the specifications. The Board of County Commissioners reserve the right to reject any or all bids.
