NOTICE IS HEREBY GIVEN that the Franklin County Planning and Building Department, determined to be the Lead Agency pursuant to the State Environmental Policy Act (SEPA) of 1971, as amended, and Washington Administrative Code (WAC) 197-11, has issued a Mitigated Determination of Non-Significance (MDNS) concerning the following proposed project:

Project/Location: The applicant is proposing a bank
stabilization project on residential
property zoned Rural Community 1
(RC-1). Severe river bank erosion
occurred with the recent high water on
the Columbia River in the spring of 2011.
It is proposed that materials eroded away
will be replaced with a mixture of river
rock and soils sourced from about 150
feet away, but outside of the 100-year
flood plain. All materials will be placed
above the ordinary high water mark of
the river as it currently flows, therefore,
no materials or equipment will enter the
water. All materials movement will be
performed with mechanized equipment
to ensure precise control of material
placement. A silt fence will be erected
during these activities to ensure that no
materials will unintentionally slide or roll
into the surface waters. Affected length
of shoreline is approximately 150 ft. An
access ramp will be located at one point.
Native river bank grasses will be
encouraged to grow on the restored bank.
The fill materials will be sourced from
the excavation of the foundation for a
one story out-building that is planned
for construction on the parcel in question,
but located outside of the 100-year flood
plain. The fill sourced from this location
consists of river rock and caliche
materials. Said property is located in
Section 13, Township 10 North, Range
28 East, W.M., Franklin County,
Washington - Parcel Number 126-220-

Copies of the environmental documents, mitigation measures, building plans, site plans, and other materials pertinent to the proposed project are available for review in the Franklin County Planning and Building Department at 1016 North 4th Avenue, Pasco, WA 99301. Those wishing to have copies of said documents mailed to them will be charged a fee covering the costs of reproduction and mailing.
NOTICE IS FURTHER GIVEN that in accordance with the State Environmental Policy Act and WAC 197-11-340, the MDNS, site plans, the Environmental Checklist, and other materials pertinent to the proposed project has been sent to agencies with jurisdiction, the Washington State Department of Ecology, the Benton-Franklin Council of Governments, and others having an interest in the proposal.
The MDNS was issued on February 10, 2012 by the Franklin County Planning and Building Department. Comments must be received by 5:00 p.m.,. Thursday, March 1, 2012 (14 days from publication) at which time the MDNS will become final.
