NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF GROUNDWATER

TAKE NOTICE:
Harold Hochstatter of Moses Lake, WA has made an APPLICATION FOR CHANGE/TRANSFER of Water Right Claim 301535 to change the place of use, purpose of use, and amount of authorized water for Groundwater Claim 301535 to the Grant County Water Conservancy Board. The Board has designated such application for active Board review, assigning it a number of GRAN-11-20.
That ground water consisting of 750 gmp and 1050 acre feet applied to beneficial use beginning in 1943 was formalized on July 27, 1997 as ground water claim 301535. Claim 301535 stipulates 65 acres in the N 1/2 of the NW 1/4 of section 17 T19NR28E as the service area for the application of this water. Upon adoption of the water system plan by the WA Department of Health, this same 65 acres will constitute the service area of the Keller Quay water system.
The object of this change is to move the point of withdrawal of 154 gpm and 281 acre feet from the existing farm well to the existing domestic well. Both wells are located in the same NE 1/4 of the NW 1/4 of section 17 T19N R28E in Grant County. This change is initiated for the purpose of providing year round domestic water fr 16 lots on 11 acres of proposed Keller Quay II Plat and the eventual development of the remaining 28 acres. The amount of water used will be that defined by the Department of Health Water Plan and may be less than the 750 gpm and 1050 acre-feet currently being used.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 1525 East Wheeler Road, Moses Lake, WA 98837.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, PO Box 47611, Olympia WA 98504-7611 within thirty (30) days from February 8, 2012.
